The Commonwealth of Dominica is situated in the Caribbean just north of Martinique and St. Lucia and should not be confused with the Dominican Republic.  In the 17^th century it was ruled by France, later by Great Britain, and eventually became independent in 1978.  Its capital is Roseau and the official language is English, although both French and Creole are also spoken.

The first stamps issued by Dominica were in 1874 with a profile of Queen Victoria.  In 1949, Dominica adopted the West Indies dollar and the 75^th anniversary commemorative of the Universal Postal Union was the first series with this denomination.
