
Latvia is a small Republic situated on the Baltic Sea with Estonia as its northern border, Lithuania in the south, Belarus in the south east and the Russian Federation in the east. The Gulf of Riga and the Baltic Sea are in the west. The country’s capital is Riga. Like it neighbours, Estonia and Lithuania, it formed part of the Russian Empire until 1918 when it became independent until 1940. It was briefly occupied by Germany in 1941 then became part of the old Soviet Union and since 1991 it has been independent again.
Latvia issued its own stamps from 1918, but in 1919 some German stamps were handprinted “LIBAU”. As paper was scarce, the first stamps were printed on the backs of German military maps. By 1919 the stamps were printed on paper with ruled lines. When the country was occupied by Germany in 1941, at first Russian stamps were used overprinted “LATVIJA” and for the rest of the occupation regular German stamps were used. From 1941 to 1991, regular Soviet stamps were used. After 1991, Latvia again issued its own stamps.
